(Job #543111) Administrator IV, Associate Vice President for Faculty Affairs, Salary Range: $9,625 - $30,896 monthly. Hiring Range: $10,588 - $14,701 monthly. Appointments are typically made at the beginning of the salary range. Salary is commensurate with qualifications and experience. This is a full-time, benefited, exempt, 12-month pay plan permanent position in Academic Personnel Services. This position is an Administrator IV in the California State University Management Personnel Plan (MPP). Under this plan, incumbents are subject to normal management reviews and serve at the pleasure of the University President. Position Summary:
Reporting directly to the Provost and Vice President for Academic Affairs, the Associate Vice President (AVP) for Faculty Affairs is responsible for all academic personnel functions. The AVP serves as a member of the Provost's administrative team to provide leadership for initiatives within the division of Academic Affairs, with a full understanding of the mission of the university and the role of Faculty Affairs within that mission.
Key Responsibilities:
- Responsible for all academic personnel matters and for building relationships with and among the faculty and campus community.
- Implements, interprets, and ensures compliance with, the Unit 3 (CFA) and Unit 11 (UAW) Collective Bargaining Agreements.
- Provides oversight responsibility for all personnel processes related to academic employees (instructional faculty, librarians, coaches, academic related counselors, and academic-administrators). In addition, oversees personnel processes of Unit 11 employees (teaching associates, graduate assistants, and instructional student assistants).
- Oversees personnel processes and procedures for faculty unit employees, including, but not limited to: appointment, paid and unpaid leaves (sabbatical, difference-in-pay, professional and personal leaves, sick leave and parental leaves), outside employment, and faculty retirement programs. Reviews recommendations on personnel actions for approval by the Provost.
- Provides expert advice on contract and faculty personnel matters to the President, the Provost, deans, associate deans, and department chairs.
- Conducts, plans, and/or supervises training related to recruitment policies and practices, probationary plans, retention, tenure, and promotion processes and policies, and compliance with the Unit 3 and Unit 11 CBAs.
- Coordinates and supervises all academic personnel related procedures, and provides policy interpretations to department chairs, committees, academic deans, and the Provost.
- Serves as the Level 1 hearing officer for grievances, and serves as the employer representative in arbitration hearings. As employer representative, the AVP for Faculty Affairs responds to DFEH and EEOC complaints brought by faculty; conducts investigations, particularly in cases related to alleged faculty misconduct.
- Oversees policies and procedures related to faculty reappointment, promotion, and tenure. Provides workshops and guidance to faculty, evaluation committees, department chairs, associate deans, deans, and the Provost on RTP. Disseminates information advising faculty on eligibility for actions and resolves issues related to the RTP process. Serves as an ex officio member of the Faculty Affairs Committee and the Committee on Faculty RTP Criteria and Standards. Oversees the range elevation process for temporary faculty.
- Administers the collective bargaining agreement for all faculty (Unit 3) and Academic Student Employees (Unit 11). Represents the campus administration in resolving academic and faculty student grievances and other faculty union contract matters. Serves as liaison to the CSU Office of the Chancellor in collective bargaining matters for these units. Facilitates resolving conflicts involving faculty.
- Monitors the faculty professional leave process, including disseminating information and advising faculty on eligibility for sabbaticals and DIPs.
- On behalf of the Provost, works with academic deans to determine appropriate faculty staffing patterns, and advises the Provost on allocation of faculty positions.
- Facilitates faculty searches and appointments. Provides proactive training and support to faculty search committees and management personnel searches, ensuring inclusiveness and diversity. Works closely with the faculty search committees and the Office of Diversity, Equity, and Inclusion (ODEI) to implement best practices in recruiting and retaining diverse faculty and management personnel. Approves and monitors additional employment for faculty to ensure compliance with faculty contracts. Tracks the employment status of faculty members and provides oversight of the faculty salary administration. Monitors and advises on issues with background checks for Unit 3 and Unit 11 employees.
- Oversees procedures for the student course evaluation process and participates in recommending changes to the evaluation process.
- Works closely with the Title IX Coordinator in responding to complaints of discrimination, harassment, retaliation, and unprofessional conduct. Serves on response team on matters of campus violence. Serves as liaison to the CSU Office of General Counsel in arbitration hearings, lawsuits, and other legal matters.
- Works closely with the Human Resources Officer (HRO) and the AVP of Diversity, Equity and Inclusion on faculty personnel matters, and provides leadership in helping the University achieve its equity, diversity, and inclusion goals.
- Supervises Academic Personnel Services staff and oversees Faculty Affairs/APS website and publications.
- Participates in Faculty Governance as it relates to faculty personnel policies.
- Provides budget planning, model development, implementation and MBU-level budget support to departments in Academic Affairs and the Office of Academic Affairs.
- Coordinates other projects as assigned by the Provost and Vice President for Academic Affairs.
- Participates in resource management activities including data and analysis and allocation development and planning.
- Supervises maintenance of academic personnel records.
- Other duties as assigned.

Minimum Qualifications:
- Appropriate terminal degree, with successful university teaching experience, service, and a record of scholarly/creative activity suitable for a tenured professor faculty appointment in one of the disciplines of the university.
- At least three years of successful administrative experience and ethical leadership at or above the level of department chair or equivalent.
Preferred Qualifications:
- Successful administrative experience at the college and/or university level.
- Demonstrated ability to successfully recruit and mentor faculty.
- Demonstrated ability to supervise and manage office personnel successfully.
- Experience in academic personnel administration, policies, and procedures in a collective bargaining environment.
